Phnom penh: Cambodia Airport Investment Co., Ltd. (CAIC), a subsidiary of Overseas Cambodian Investment Corporation (OCIC), has appointed Cambodia Airports, a subsidiary of French-listed company VINCI, to operate the upcoming Techo International Airport (TIA) in Phnom Penh. This agreement was formalized by Lok Neak Oknha Pung Kheav Se, Chairman of CAIC, and Mr. Nicolas Notebaert, President of VINCI Airports.
According to Agence Kampuchea Presse, Techo International Airport is being developed by CAIC, a joint venture between OCIC and Cambodia’s State Secretariat of Civil Aviation (SSCA). The project aims to address Cambodia’s increasing aviation and transport needs, reflecting the recovery of passenger air traffic since the COVID-19 pandemic, and is planned with a long-term vision extending over the next 50 years.
By appointing VINCI, CAIC reaffirms its commitment to enhancing Cambodia’s infrastructure with projects that meet international standards. Lok Neak Oknha Pung Kheav Se emphasized the vision to continue developing TIA in support of Cambodia’s economic growth and regional connectivity.
OCIC, marking its 25th anniversary in 2025, plays a central role in the development of TIA as part of its efforts to expand Cambodia’s infrastructure and connectivity. The corporation has a history of building over 10,000 homes and developing major projects in Phnom Penh, including bridges, roads, commercial centers, and industrial zones.
VINCI Airports, which began its operations in Cambodia in 1995 and currently operates Phnom Penh International Airport, was chosen to continue its role at TIA. With a portfolio of over 70 airports in 13 countries, VINCI Airports handled over 300 million passengers across its global network in 2024 alone.
Mr. Cyril Girot, CEO of Cambodia Airports, expressed commitment to airport excellence and further developing Cambodia’s aviation sector. He highlighted the shared ambitions with CAIC to create value and opportunities for Cambodia and its people.
Techo International Airport represents Cambodia’s capability to lead large-scale infrastructure projects while engaging international partners to bring expertise and global standards. The airport involves a network of global consultants and design experts, including Foster + Partners and Changi Airports International. Additionally, French companies Lagardere Travel Retail and Newrest will operate duty-free and F and B services at TIA.
The airport’s terminal will reflect both international and Cambodian identities, featuring global and local brands such as Starbucks and Cambodian flagship brand Brown Coffee, offering passengers a balanced mix of options. Scheduled to open on September 9, 2025, the terminal will provide open high ceiling spaces and a wide range of services designed for a comfortable and efficient airport experience.
