MOH Advocates for Expedited Senior Citizens Bill to Enhance Elderly Care

Kuala lumpur: The Health Ministry (MOH) is advocating for the swift passage of the Senior Citizens Bill to enhance the legal infrastructure concerning the rights, facilities, and services for senior citizens. Health Minister Datuk Seri Dr Dzulkefly Ahmad emphasized the necessity of this legislative measure to strengthen existing policies and ensure robust protections for older individuals.

According to BERNAMA News Agency, Dr Dzulkefly highlighted the findings of the 2025 National Health and Morbidity Survey (NHMS), which underscore the urgent need for action and interventions aimed at the elderly. He stated that these initiatives must be implemented through a comprehensive whole-of-government approach. The proposed bill is intended to complement existing policies such as the Elderly Healthcare Services Action Plan 2023-2030 and the National Dementia Action Plan 2023-2030.

Dr Dzulkefly stressed the importance of initiating interventions for older individuals from the age of 50, rather than waiting until they reach their 60s. Early detection and management of non-communicable diseases (NCDs), cognitive decline, frailty, falls, and sarcopenia are crucial to prevent these conditions from deteriorating further.

He warned against delayed actions, stating, "If we start too late, we'll always be playing catch-up and stuck in endless crisis mode." The MOH is fully committed to a whole-of-government effort to expedite the bill, recognizing that ageing impacts health, welfare, community support, and national preparedness.

In a related development, Women, Family and Community Development Minister Datuk Seri Nancy Shukri announced in June 2025 that the government had finalized the draft of the Senior Citizens Bill. The legislation is expected to be tabled in Parliament in 2026 and is designed to provide comprehensive legal protections against elder neglect, abuse, and exploitation.
