Cambodian Ambassador Challenges UN Report on Human Rights

Geneva: H.E. Ambassador Dara In, Permanent Representative of Cambodia to the United Nations in Geneva, addressed the Human Rights Council during an Interactive Dialogue with the Special Rapporteur on the Situation of Human Rights in Cambodia. The session took place on the morning of October 3, 2025, as part of the 60th session of the Human Rights Council.

According to Agence Kampuchea Presse, the Ambassador expressed Cambodia’s openness to the Rapporteur’s initial call for a ceasefire but emphasized that sustainable peace requires more than verbal commitments. He highlighted ongoing issues such as forced displacement, property seizures, and the treatment of captured soldiers that need resolution.

The Ambassador criticized the report for portraying Cambodia as caught in a ‘quandary’ and a ‘quagmire,’ arguing that such characterizations are misleading. He asserted that Cambodia is moving forward, transitioning from a history of war to building institutions focused on peace and law. He pointed to free elections, a vibrant civil society, and undeniable progress as evidence of Cambodia’s advancements.

He noted that the report was marked by selectivity and imbalance, concentrating predominantly on civic and political issues while ignoring significant socio-economic achievements. The Ambassador called for a balanced approach, arguing that civil and political freedoms are unsustainable without economic and social rights.

Ambassador Dara In urged the Special Rapporteur to adhere to the Code of Conduct with impartiality and called on the Human Rights Council to engage fairly, recognizing both achievements and challenges. He emphasized the need to avoid politicization and double standards, advocating for cooperation based on mutual respect. He reaffirmed Cambodia’s commitment to peace, development, and the comprehensive enjoyment of human rights.

Several delegations during the session expressed strong support for Cambodia’s accomplishments and efforts in promoting and protecting human rights for everyone.
