Ministry Bolsters Civil Servant Payroll Efficiency

Phnom penh: The Ministry of Civil Service operating under the seventh legislature of the National Assembly and the leadership of Prime Minister Samdech Moha Borvor Thipadei Hun Manet, is actively enhancing its management of salaries and allowances for civil servants and contract officials.

According to Agence Kampuchea Presse, salaries and allowances are now disbursed directly to officials’ bank accounts on a biweekly basis, ensuring consistent and punctual payments. To support civil servants and contract officials during major national holidays like Khmer New Year and Pchum Ben, payments are made prior to the holiday period, with additional early disbursements following the holidays.

This consistent and timely payment schedule underscores the Royal Government’s dedication to improving the livelihoods and financial stability of its civil servants and contract officials, while simultaneously promoting transparent budget management.

In collaboration with other ministries, national institutions, and sub-national administrations, the Ministry of Civil Service has implemented regular monitoring mechanisms to oversee the disbursement process. This ensures that funds are utilised appropriately and in accordance with legal frameworks and Royal Government standards. The ministry also conducts ongoing monitoring and verification to address discrepancies, such as payments made due to delayed reporting of status changes like death, unpaid leave, retirement, or resignation.

In instances of overpayments, the Ministry has directed relevant units to return the funds to the national treasury, upholding accountability and fiscal discipline.

Furthermore, the Ministry is actively reviewing and refining its salary and allowance disbursement procedures, with a particular focus on developing digital systems to enhance payroll management efficiency.

These initiatives are integral to the Royal Government’s broader administrative reform efforts, which aim to ensure the effective use of public funds and improve service delivery for civil servants and contract officials.
