Philips partners with the United Nations Population Fund and the Government of Republic of the Congo to reduce maternal and newborn mortality

  • A comprehensive ‘Emergency obstetric and newborn care’ (EmONC) program will be implemented in healthcare facilities in underserved communities in the Republic of the Congo 
  • The agreement is a tangible local milestone of the global partnership between Philips and UNFPA aimed at improving the health and well-being of fifty (50) million women and girls in countries where health challenges are greatest, launched in 2019

Amsterdam, The Netherlands Royal Philips (NYSE: PHG; AEX: PHIA), a global leader in health technology, today announced a  major partnership with the Republic of the Congo’s Ministry of Health & Population and the United Nations Population Fund (UNFPA) to reduce maternal and newborn mortality rates by fifty (50) percent in the country’s health facilities over the next five years, especially in remote areas.

The three partners are working together to develop a large-scale ‘Emergency obstetric and newborn care’ (EmONC) program that will reach more than 500,000 women and 70,000 newborns, improving access to high quality and affordable maternal, neonatal and child healthcare. The first phase of the program will target five districts: Talangai, Ouesso-Mokeko-Pikounda-Kabo, Sembe-Souanke, Zanaga-Bambama and Sibiti-Komono.

The main objective of the program is to manage high-risk pregnancies and complications in healthcare facilities better by training midwives, enabling timely prevention of – and intervention during – complications related to pregnancy and childbirth.

As part of the program, health facilities in remote parts of the Congo will be fitted with solar power systems and ultra-portable ultrasound and monitoring devices so that midwives and doctors in these district health centers can identify and manage high-risk pregnancies onsite and provide emergency obstetric and newborn care. Community health workers serving remote communities will be equipped with backpack outreach kits containing key equipment to assist in childbirth, together with a mobile phone they can use to get remote technical support.

Despite falling by almost half between 2005 and 2015, maternal mortality rates in the Republic of the Congo are still similar to those of other less-developed countries. Women in the country’s rural areas face ongoing difficulties, especially the indigenous communities. Further investment in healthcare infrastructures, services, technology and innovation are therefore needed to ensure that maternal and newborn mortality rates continue to fall.

The Ministry of Health and Population will pay the salaries of the civil officials involved in the program. UNFPA will support the health districts in strengthening the capacities of midwives to provide EmONC services to increase the number of safe births and Philips will provide the technological know-how for this program.

During the second phase, the project will be rolled out to another 47 health districts in semi-urbanized and rural areas, including Pool, Likouala, Cuvette, Cuvette-Ouest, Plateaux, Bouenza, Niari, Kouilou, Pointe Noire and the other district of Brazzaville.

The partnership will help to transform healthcare in the Republic of the Congo, ensuring that the quality of its services is enhanced, its facilities meet World Health Organization (WHO) standards, and its ability to reduce maternal and newborn mortality is significantly improved. At the recent Nairobi Summit on ICPD25, the government committed to ensuring that all pregnant women have an antenatal consultation, and that all women deliver their babies with a skilled birth attendant by 2022.

Kuala Lumpur, Express Rail Link (ERL) kicks off its Visit Malaysia 2020 Campaign support with a colourful and entertaining cultural performance for tourists and locals alike at KL Sentral Station today.

Dancers from the National Department for Culture and Arts (JKKN) perform popular traditional dances such as Zapin, Joget, Classical Indian Dance, Chinese Fan Dance, Ngajat and Sumazau at the launch of Visit Malaysia 2020 Happenings @ KL Sentral which was officiated by the Deputy Minister of Tourism, Arts and Culture Malaysia, YB Tuan Muhammad Bakhtiar Wan Chik.

This initiative is a collaboration between ERL and JKKN, and supported by Tourism Malaysia to showcase Malaysia’s diverse cultures to visitors arriving at KL Sentral. There will be a cultural performance twice a month (except in May and August) at the KLIA Ekspres Arrival Hall, starting 17th January 2020.

MAS alerts financial institutions to vulnerability in Microsoft Windows Operating System

Singapore, The Monetary Authority of Singapore (MAS) had issued an advisory on 15 January to alert financial institutions in Singapore of critical vulnerabilities in the Microsoft Windows Operating System. These vulnerabilities could allow malicious files or applications to bypass detection from security applications and gain control of the computer systems. MAS had informed financial institutions using the affected Windows Operating Systems to take immediate action to install the relevant patches. Financial institutions should also take mitigating measures to prevent the vulnerabilities from being exploited.

2 Microsoft had released security updates for its Windows Operating Systems on 15 January 2020 to address 49 vulnerabilities. According to the Cyber Security Agency of Singapore (CSA), four of the vulnerabilities (CVE-2020-0601, CVE-2020-0609, CVE-2020-0610 and CVE-2020-0611) are highly critical and require immediate attention. First civil penalty enforcement action for failure to disclose shareholding interests

Singapore, The Monetary Authority of Singapore (MAS) has imposed a civil penalty of $200,000 on Mr Lim Soon Fang for not disclosing changes in, and providing false information regarding his shareholding in Asia-Pacific Strategic Investments Limited (ASIL) [1] . This is the first civil penalty action by MAS for breaches of shareholding disclosure requirements under Part VII of the Securities and Futures Act (SFA) since the civil penalty regime was extended to these contraventions in November 2012.

2 Ms Loo Siew Yee, Assistant Managing Director (Policy, Payments & Financial Crime), MAS, said, It is important for substantial shareholders to make timely and accurate disclosure of their interests in listed companies. This enables investors to be aware of changes in the control of a company and make informed decisions when trading in the company’s shares. MAS will take appropriate action against any person who disregards these disclosure obligations.

3 Mr Lim became a substantial shareholder of ASIL in October 2013 [2] . Between October 2013 and October 2014, Mr Lim traded actively in ASIL shares, resulting in changes in his interests in the company that were required to be disclosed under the SFA. His trades had on multiple occasions also led to him ceasing to be or becoming a substantial shareholder of ASIL, which are events that must be disclosed. During this period, Mr Lim contravened:

(i) section 135 of the SFA for failing to notify ASIL that he had become a substantial shareholder of the company on four occasions;

(ii) section 136(1) of the SFA for failing to notify ASIL of changes in his interests in the company on 32 occasions; and

(iii) section 137 of the SFA for failing to notify ASIL that he had ceased to be a substantial shareholder of the company on five occasions.

4 Mr Lim also provided false information to ASIL regarding his transaction volume in ASIL shares and his shareholding in the company on three occasions.

5 Mr Lim has admitted that he had been reckless in breaching his disclosure obligations under the SFA and in furnishing false information regarding his shareholding in ASIL to the company. He has paid a civil penalty of $200,000 to MAS.
